The recruitment process started in 2013 but due to some delays and issues arising recurrently the recruitment process was halted. In 2020, the government awarded the contract to M/s LMES IT LLP a firm based in Jammu which had no prior experience and was not the best bidder. There were concerns of favoritism when certain selected candidates had strong connections with departmental officials including five brothers from Budgam.
The ACIB reported cases of massive fraud in cases where candidates with only 11 marks in the take were listed as candidates with scores as high as 90. Members of the Deptoumental Recruitment Board and other officials have been accused of forgery, conspiracy and cheating.
