Ahead of the upcoming Bihar Assembly elections, the Election Commission of India (ECI) has announced a set of new guidelines to make the voting process more inclusive and convenient. Voters who do not possess an EPIC (Elector’s Photo Identity Card) will now be allowed to cast their votes using any one of 12 alternative photo identity documents. In addition, special arrangements will be made for ‘purdanasheen’ (veil-observing) women to ensure privacy and dignity during the voting process.
According to the Election Commission, voters can use documents such as Aadhaar card, PAN card, passport, driving license, MNREGA job card, bank or post office passbook (with photo), government employee ID, health insurance smart card, UDID card, pension document, or ID cards issued to MPs/MLAs as valid proof of identity.
To assist purdanasheen women, the Commission has instructed polling stations to deploy female polling officers and identity verifiers. Separate enclosures or rooms will also be set up where necessary to allow them to confirm their identity in private before voting.
Political reactions have been mixed. The BJP has stressed the importance of maintaining transparency in the identification process for all voters, including purdanasheen women. In contrast, the RJD and Mahagathbandhan leaders have welcomed the ECI’s move, calling it a voter-friendly step aimed at ensuring participation and accessibility.
The Commission also directed that newly enrolled voters must receive their EPIC cards within 15 days to facilitate a smoother voting experience.
Election officials expressed hope that these measures will enhance voter comfort and strengthen the spirit of democratic participation in Bihar.
