President's Rule in Manipur was ratified by Lok Sabha through a statutory resolution, a big leap for the state. It follows that Manipur was in turmoil, with ethnic clashes between Meitei and Kuki communities starting in May 2023.
Union Home Minister Amit Shah brought the motion around 2 AM on April 3, 2025, after a marathon debate on the other matters of parliament, which went on throughout the day. Eight opposition members brought in and asked, to which Shah replied, as the debate went on for almost 40 minutes.
Shah claimed that there has not been any major violence in Manipur in the last four months and that the situation is being controlled.
Members of the opposition such as Shashi Tharoor and Kanimozhi Karunanidhi opposed the timing of the debate and questioned issues in the state such as crime against women and the inability to take bold action to establish peace.
President's Rule was initially installed on 13 February 2025, following Chief Minister N. Biren Singh's resignation due to increasing opposition and the real threat of a no-confidence vote.
Lok Sabha approval ensures that the central government will be in charge to govern Manipur for a temporary period.
