The Election Commission of India (ECI) has launched Phase-II of the Special Intensive Revision (SIR) of electoral rolls across nine States and three Union Territories, starting on Monday, 4 November 2025. The extensive exercise aims to update and verify voter lists covering nearly 51 crore electors.
The SIR, ordered by the ECI under Article 324 of the Constitution and provisions of the Representation of the People Act, 1950, follows the successful completion of the process in Bihar. The second phase includes Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal, along with the Union Territories of Andaman and Nicobar Islands, Lakshadweep and Puducherry. The revision will span 321 districts and 1,843 Assembly constituencies.
The enumeration period will run until 4 December 2025. Every registered elector as of 27 October 2025 will receive a unique Enumeration Form (EF), which is partially pre-filled to ease verification. The ECI confirmed that the printing of all EFs is complete and their distribution has commenced across all 12 regions.
To ensure smooth implementation, over 5.3 lakh Booth Level Officers (BLOs), 7.64 lakh Booth Level Agents (BLAs), 10,448 Electoral Registration Officers and Assistant Electoral Registration Officers, and 321 District Election Officers have been deployed. During the enumeration phase, BLOs will visit each household at least three times for the distribution and collection of forms.
Electors can verify their details and those of family members from previous rolls on the official ECI voter portal. For further assistance, voters can connect with their BLOs through the ‘Book-a-call with BLO’ feature on the ECINet App or dial the toll-free helpline 1950, along with their STD code.
An ECI official said the initiative aims to make the revision process “transparent, inclusive and voter-friendly,” ensuring every eligible citizen’s name is accurately recorded in the rolls.
