DEARNESS ALLOWANCE HIKED BY 4% FOR JAMMU & KASHMIR GOVT EMPLOYEES AND PENSIONERS FROM JULY 1

Starting July 1, 2018, state employees and pensioners will receive Dearness Allowance (DA) at a rate that is 38 percent hiked, with an increase of 4 percent to the present rate.

According to an order made by the Secretary of Finance, government employees working at regular pay levels under the recommendations of the 7th Pay Commission would now receive DA at a revised rate of 38 percent of Basic Pay, up from the previous 34 percent of Basic Pay. It stated that the revised rate would go into effect on July 1, 2022.

“The term 'Basic Pay' in the revised pay structure means the pay drawn in the prescribed level in the pay matrix as per 7th Pay Commission recommendations, but does not include any other type of pay like special pay etc,” the order read. 

It said that the arrears on account of the additional instalment of DA with effect from July 2022 must be paid in cash in two equal instalments (one in the month of November 2022 and the other in the month of December 2022), and they must be included in the employee's salary starting in November.

Regarding pensioners, a different order of a similar nature stated that the arrears on account of the additional instalment of DA with effect from July shall be paid in cash to government pensioners/family pensioners in two equal instalments (one in November and another in December), and shall be included in the pension/family pension from November on.

“Other provisions governing the grant of Dearness Allowance on pension/family pension such as the regulations of Dearness Allowance during employment Ire-employment, where more than one pension is drawn etc. and other provisions of the existing rules/orders(as are not in conflict with provisions of this order), shall continue to remain in force," it said.
