Centre to Table Tougher Anti-Paper Leak Bill Today

The Central Government is set to introduce the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha on Monday, aiming to significantly strengthen India's anti-paper leak law in the wake of nationwide protests over examination irregularities. The Bill seeks to amend the 2024 law by introducing stricter punishments, faster investigations and speedy trials to curb organised exam fraud. 

According to the proposed amendments, the maximum punishment for those involved in paper leaks could increase to 10 years' imprisonment, while the maximum fine may rise to ₹10 crore. The minimum jail term is also proposed to be enhanced for serious offences, sending a strong message against organised examination malpractice. 

The Bill also proposes the establishment of fast-track courts in every state to ensure quicker trials and timely justice in paper leak cases. Authorities are expected to get stronger powers for investigation, while examination centres, service providers, institutions and agencies found involved in leaks or organised cheating could face stricter legal action and greater accountability. 

The legislation comes just days after former Union Education Minister Dharmendra Pradhan resigned following sustained student protests over alleged examination paper leaks. The proposed amendments are being seen as the Centre's attempt to restore public confidence in the examination system and reinforce the credibility of public recruitment and entrance examinations.
