Centre Waives ₹6 Lakh Crore Spectrum Dues

New Delhi, 27 June 2025:


A one time waiver of more than ₹6 lakh crore in spectrum dues owed by federal and state government agencies, such as the Department of Space, Railways, Information and Broadcasting, and Defense, has been approved by the Union Cabinet. Only the principal amount and a nominal 5% interest must be paid as part of the relief measure, which also eliminates penalties and the majority of interest. 


The goal of the ruling is to lessen the financial strain on government agencies that utilize spectrum for vital, non commercial services like satellite operations, public broadcasting, rail safety, and military communication. Due in large part to late payments and compounding penalties, many of these departments had accrued debt since 2004 under the Spectrum Usage Charge regime.


"The waiver only applies to penalties and interest," a government official clarified. The initial fees will still need to be paid by departments, but at a set, minimal interest rate. Among the largest beneficiaries are Prasar Bharati, ISRO, and the Ministries of Railways and Defence. Private telecom operators and state run businesses are not covered by the waiver; they are still required to pay all outstanding fees in accordance with current telecom laws. The decision, which acknowledges the non commercial use of spectrum by essential government services, was referred to as a "balanced and practical move" by Defense Minister Rajnath Singh. He added, “This step will help us focus our budget on core national priorities, such as modernising infrastructure and improving public safety systems.”


The decision has been generally praised by industry analysts, who point out that it will relieve financial strain on departments already working with limited resources. However, some have expressed worry about the significant loss of government revenue and emphasized the necessity of tighter controls to prevent the accumulation of such liabilities in the future. This ruling coincides with a larger reform initiative in India's telecom industry, which also includes ongoing modifications to the definition of adjusted gross revenue (AGR) and modified payment schedules for private telecom firms.


According to the Ministry of Communications, the waiver will help "streamline spectrum governance" and guarantee that vital public service departments can carry on without incurring undue financial obligations. In order to enable more transparent and controllable accounting in subsequent budgets, the departments are expected to pay off the principal over a predetermined time frame.
