New Delhi, May 1, 2025 — The Election Commission of India (ECI) has announced three important initiatives aimed at improving the accuracy of electoral rolls and making the voting experience smoother for citizens. These steps are part of a broader effort to enhance transparency and keep voter data current.
The reforms were presented by Chief Election Commissioner Shri Gyanesh Kumar during a recent meeting of Chief Electoral Officers (CEOs) held in March 2025. Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi were also present at the conference.
1. Automatic Update Using Death Records
To streamline the updating of electoral rolls, the Commission will now electronically receive death registration data from the Registrar General of India. This update follows Rule 9 of the Registration of Electors Rules, 1960, and Section 3(5)(b) of the Registration of Births and Deaths Act, 1969 (as amended in 2023). The goal is to ensure that Electoral Registration Officers (EROs) are promptly notified about deceased individuals so that their names can be removed from voter lists. BLOs (Booth Level Officers) will also be able to verify these records in the field without needing a formal application through Form 7.
2. Improved Design for Voter Slips
To help voters navigate the polling process more easily, the design of Voter Information Slips (VIS) has been revised. The slips will now display the voter’s serial and part numbers in larger, bolder text, making it easier for individuals to find their names and polling locations. This change also benefits polling officials, helping them locate voter details more efficiently during elections.
3. Official ID Cards for BLOs
Another key change involves the introduction of standardized photo identity cards for BLOs. These will be issued by EROs as per Section 13B(2) of the Representation of the People Act, 1950. The purpose is to ensure that voters can easily recognize BLOs during door-to-door verification or registration efforts. This step is expected to improve trust and safety during voter outreach activities.
Deputy Director P. Pawan, who issued the official press note (No. ECI/PN/206/2025), said these measures are vital to strengthening India’s democratic process by making it more accurate, efficient, and citizen-friendly.
