Leader of Opposition in the Rajya Sabha Mallikarjun Kharge has raised strong questions over the delay in implementing the Women’s Reservation Bill, accusing the government of failing to ensure timely action on a landmark legislation aimed at increasing women’s representation in Parliament and state assemblies.
Kharge said that while the Bill was widely projected as a major step toward gender equality in political representation, its implementation has not progressed as expected. He argued that repeated delays have created uncertainty about when women will actually benefit from the proposed reservation in elected bodies.
The Women’s Reservation Bill, which proposes reserving one-third of seats for women in the Lok Sabha and state legislative assemblies, has been described as a historic reform by supporters. However, opposition leaders have pointed out that despite its passage, the operational framework and timeline for enforcement remain unclear, leading to growing political criticism.
Kharge stated that political commitment must be reflected through action and not just announcements. He said that women’s empowerment cannot be achieved without meaningful participation in decision-making institutions, and any delay in implementation weakens the spirit of the legislation.
He further alleged that the government has not provided a clear roadmap on key aspects such as delimitation and census linkage, which are essential for the rollout of the reservation. According to him, these procedural uncertainties are being used as reasons to postpone the implementation indefinitely.
The Congress party has also supported Kharge’s remarks, stating that women across the country have long waited for greater representation in legislative bodies. Party leaders have emphasised that the Bill should not remain symbolic and must be translated into reality without further delay.
On the other hand, ruling party representatives have maintained that the process involves constitutional and administrative steps that must be followed carefully. They have argued that the government remains committed to implementing the Bill in a structured manner and that necessary preparations are underway.
Political observers note that the debate over the Women’s Reservation Bill continues to be a significant issue across party lines, with widespread public support for increasing women’s representation in politics. However, differences persist over the timing and procedural requirements for its execution.
