The Congress on Monday released its 'Haat Badlega Halat' manifesto for the upcoming assembly elections in Jammu and Kashmir, promising a slew of welfare measures for farmers, women and youth. As per the seat-sharing agreement, the NC will contest 51 seats. Congress will contest in 32 seats.

The Congress on Monday released its 'Haat Badlega Halat' manifesto for the upcoming assembly elections in Jammu and Kashmir, promising a series of welfare measures for farmers, women and youth. The manifesto was released by AICC chief spokesperson Pawan Khera and PCC president Tariq Hamid Kara at the party office in Srinagar.

“Kashmir was turned into a graveyard of hopes and dreams in the last 10 years. Keeping this in mind, our team visited 22 districts and interacted with youth, women, senior citizens and traders. After talking to all of them this document (Congress election manifesto) came up. This is our guarantee and our promise. We will fulfill all of them," Khera said.
1. The party will constitute a minority commission in Jammu and Kashmir within 100 days of coming to power.
2. Insurance for all crops against natural calamities and a minimum support price (MSP) of ₹72 per kilogram for apples.
3. To provide additional financial assistance of ₹4,000 per year to landless, tenant, and landowning farmer families.
4. Provision of 99-year leases to landless farmers cultivating state lands
5. A ₹2,500-crore fund will be established for all district-level irrigation schemes to ensure 100 percent irrigation to farmers in Jammu and Kashmir.
6. For the youth of Jammu and Kashmir, the party has promised unemployment allowance of up to ₹ 3,500 per month for one year to eligible youth.
7. One lakh vacant government posts by issuing a job calendar within 30 days.
Polling for the 90-member Jammu and Kashmir Assembly will be held in three phases on September 18, September 25 and October 1. The result will be declared on October 8.
The Congress and the National Conference have entered into a pre-poll alliance for the first time since the abrogation of Article 370 for the Assembly elections in Jammu and Kashmir. As per the seat sharing agreement, NC will contest 51 seats. Congress will contest in 32 seats.
