FCRA Bill Showdown Looms as Opposition Meets Monday

A fresh political showdown is expected in Parliament this week as Opposition parties prepare their strategy against the proposed Foreign Contribution (Regulation) Amendment Bill, 2026. The INDIA bloc is likely to discuss its floor strategy at a meeting on Monday, with the legislation emerging as one of the key flashpoints of the ongoing Monsoon Session.

The proposed FCRA amendments have drawn strong criticism from Opposition parties, church groups and sections of civil society. The government, however, maintains that the changes are aimed at strengthening transparency and accountability in the handling of foreign contributions.

One of the major points of contention is a provision that could allow a designated authority to take control of funds and assets of an organisation if its FCRA registration is cancelled, surrendered or ceases to be valid. Opposition leaders have described several provisions as excessive and are demanding changes before supporting the legislation.

The Centre has attempted to address some concerns. Union Home Minister Amit Shah has reportedly assured stakeholders that the proposed law will not be applied retrospectively. The government is also holding discussions with different groups ahead of the Bill's consideration in Parliament.

Congress has made it clear that it intends to oppose the Bill in its present form. AICC general secretary K.C. Venugopal has described the proposed legislation as "anti-people" and accused the Centre of targeting NGOs through tighter regulations on foreign funding.

At the same time, Congress president and Rajya Sabha Leader of Opposition Mallikarjun Kharge is demanding that Prime Minister Narendra Modi respond in Parliament over the controversy surrounding alleged irregularities in Ram Mandir donations in Ayodhya. Kharge has argued that the issue involves public and religious donations and therefore requires a clear explanation in the House.

The Ram Mandir donation controversy has already led to repeated protests and disruptions in Parliament. Opposition MPs have demanded the presence of the Prime Minister and Home Minister Amit Shah and sought a discussion on the allegations.

With the FCRA Bill, the Ram Mandir donation row and other contentious issues dominating the Opposition's agenda, Parliament is heading towards another potentially stormy week. The Opposition is expected to use the debate on the FCRA legislation to press its objections, while the government is likely to defend the amendments as necessary for financial transparency and regulatory oversight.

The coming days could therefore determine whether the Bill moves forward after debate or becomes another major point of confrontation between the government and the Opposition.
