KULGAM, OCTOBER 28:District Development Commissioner (DDC) Kulgam, Athar Aamir Khan (IAS), today chaired a comprehensive review meeting at the Meeting Hall of the Mini Secretariat Kulgam to assess the progress of developmental works being executed under the District Capex Budget 2025–26 and Constituency Development Fund (CDF) across various sectors.
The meeting brought together key officers and sectoral heads to evaluate physical and financial achievements, identify bottlenecks, and ensure timely execution of developmental projects in the district.
A detailed review was held regarding the status of works sanctioned, tendered, allotted, and taken up for execution under both the District Capex Budget and Constituency Development Fund (CDF). The meeting also deliberated upon the financial progress of ongoing projects and the status of works uploaded on the E-Compendium portal.
During the meeting, the DDC directed officers to ensure 100% utilization of available funds and timely completion of ongoing projects, particularly by the RDD and allied departments. He also directed all concerned officers to achieve 100% tendering and allotment of works under both District Capex and CDF within three days, emphasizing strict adherence to the timeline.
The Joint Director Planning, Kulgam, presented a comprehensive overview of the district’s progress through a PowerPoint presentation, highlighting sector-wise achievements and targets.
Emphasizing the need for transparency, timely tendering, and strict quality monitoring, the DDC underscored that effective resource utilization and adherence to deadlines are crucial for faster delivery of public assets.
The DDC further instructed departments lagging behind schedule to expedite execution, prioritize people-centric and community-demanded works, and ensure third-party quality monitoring for accountability.
A block-wise review of CDF works was also conducted with respective BDOs, alongside an examination of physical and financial progress reports pertaining to the Capex Budget 2025–26.
Reiterating that no compromise on quality will be tolerated, the DDC directed all executing agencies to complete all pending projects within the stipulated timelines.
Senior officials present in the meeting included Joint Director Planning Malik Suheel, Executive Engineers from PWD and KPDCL, and sectoral officers from Agriculture, Education, Youth Services & Sports, Medical, and Engineering wings of various departments.
