Department of Legal Affairs Energises ‘Special Campaign 5.0’ with Nationwide Drive for Clean and Efficient Governance

NEW DELHI: The Department of Legal Affairs has infused new vigour into Special Campaign 5.0, transforming the Government’s cleanliness initiative into a movement of collective responsibility and efficient governance. Launched on 2 October 2025, the implementation phase of the campaign will continue till 31 October 2025, focusing on the saturation of Swachhata across ministries and departments.

Unlike routine administrative drives, this year’s campaign emphasises e-waste disposal, digitisation, file weeding, simplification of processes, and the creation of cleaner, greener, and more accessible workplaces. Even during the preparatory phase, the Department demonstrated strong commitment to improving efficiency and aesthetics in offices nationwide.

At the Main Secretariat in Shastri Bhawan, Union Law Secretary Dr. Anju Rathi Rana personally inspected corridors, sections, and workstations to assess progress under the campaign. Accompanied by senior officers, she underscored that cleanliness and order are not one-time exercises but ongoing practices essential for productivity and good governance.

During her inspection, Dr. Rana reviewed the Department’s display of the “Panch Pran of India’s Dreams by 2047” wall, reflecting the five national resolves articulated by Prime Minister Shri Narendra Modi for Amrit Kaal. She highlighted that Swachhata directly aligns with these national aspirations, particularly the resolve to “rid the nation of colonial mindsets” and to “ensure full commitment to our duties.”

Dr. Rana remarked, “A clean workplace creates a clean mindset, it helps us serve the public better,” reaffirming that organised, clutter-free environments contribute to efficient public service delivery.

The campaign’s momentum has spread far beyond Delhi, with officers, legal representatives, and counsels across India embracing the initiative in their own creative ways. At the High Court of Tripura, Deputy Solicitor General Bidyut Majumder led a personal effort to declutter records and add greenery to his office, while at the Patna High Court, Senior Panel Counsel Kumar Priya Ranjan reorganised case files and introduced potted plants to promote a clean and welcoming workspace.

Similar initiatives by Additional and Deputy Solicitors General and Panel Counsels nationwide have turned the campaign into a collaborative reflection of the Department’s values. The Department of Legal Affairs, following directions from the Department of Administrative Reforms and Public Grievances (DARPG), continues to lead by example in promoting a culture of cleanliness, efficiency, and accountability.

As Special Campaign 5.0 progresses through October, each cleaned file and restored corner stands as a reminder that Swachhata is not just an act, it is a habit of good administration.
