Kargil Imposes Immediate Restrictions on Rallies and Loudspeakers

Authorities in Kargil have imposed strict restrictions on public gatherings, processions, and the use of loudspeakers with immediate effect, citing concerns over maintaining public order. The District Magistrate, IAS Rakesh Kumar, issued prohibitory orders that will remain in force until further notice.

The order bans all unauthorised rallies, marches, demonstrations, or public processions. Use of sound amplification devices, vehicle-mounted loudspeakers, or public address systems is also prohibited unless prior written approval is obtained from authorities. Individuals are barred from making public statements, speeches, or online posts that could disrupt peace, incite hostility, or lead to law and order issues. Gatherings of five or more people for any activity that may threaten public tranquility are strictly forbidden. Violations can attract penalties under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, and other applicable laws.

These measures follow similar restrictions recently reinstated in Leh district, which were initially lifted just two days prior. Leh authorities had imposed curbs after protests on September 24 demanding statehood and Sixth Schedule status, which had resulted in four deaths and nearly 90 injuries. The restrictions were reimposed in response to a call for a silent march and a partial blackout to support victims’ families and highlight the delay in releasing detained protestors.

Authorities stressed the importance of preventive action to avoid potential disruptions, noting that no incidents of violence had been reported since the initial curbs. The government has also announced a judicial inquiry led by a retired Supreme Court judge into the events of September 24.

Prominent climate activist Sonam Wangchuk, involved in the protests, remains detained under the National Security Act. The Kargil Democratic Alliance and Leh Apex Body continue to press their demands, but authorities are enforcing restrictions to prevent escalation and maintain law and order in the region.
