Nearly 200,000 Ukrainians living in the United States face an uncertain future as immigration policies introduced under former President Donald Trump have put their legal status in jeopardy. These Ukrainians, who were granted humanitarian parole in response to Russia’s invasion of Ukraine, find themselves in a legal limbo after the U.S. government suspended the processing of renewal applications for their status earlier this year. The parole program initially allowed Ukrainian nationals to live and work legally in the U.S. for two years, but as their permits expire without renewal, thousands are losing their work rights and protections.

The humanitarian parole program, launched in April 2022, admitted approximately 260,000 Ukrainians fleeing the war. However, federal authorities halted the processing of renewal requests in January 2025, citing security concerns. According to internal government reports, this move has impacted nearly 200,000 Ukrainians throughout the country by stripping them of their legal residency and employment authorization. This has led to widespread fear among the affected individuals about potential deportations and arrests.

Many Ukrainians have expressed deep anxieties about the uncertainty they face. Some are reluctant to leave their homes for fear of interaction with immigration authorities while others have already sought refuge in third countries such as Canada and nations in South America. Community organizations and immigrant advocacy groups report a rising number of detentions of Ukrainians, including workers in delivery, construction, and other sectors. Incidents of arrests at workplaces in cities like Cleveland and Chicago have been documented, causing further distress among the immigrant population.

President Donald Trump, during a recent meeting with Ukrainian President Volodymyr Zelenskiy, indicated that the U.S. might end the legal protections granted under the humanitarian parole program. Although a federal judge ordered the government to resume renewal processing, progress has been limited. Less than 2,000 renewal applications have been processed so far, a fraction of those affected. The government additionally introduced a $1,000 fee for renewal applications, which has imposed a significant financial burden on many struggling families.

Returning to Ukraine remains an unviable option for most displaced Ukrainians due to ongoing conflict and instability caused by Russia’s military actions. Many come from areas devastated by the war, making return dangerous and impractical. As their legal status in the U.S. remains unresolved, thousands of Ukrainians face the prospect of losing their livelihoods, social stability, and access to essential services. Advocacy groups warn that urgent policy adjustments are needed to prevent humanitarian hardship for this vulnerable community.
