DC Kulgam Chairs DLRC/DCC Meeting, Reviews Performance of Banks and Line Departments

Kulgam, May 29: Deputy Commissioner (DC) Kulgam, Athar Aamir Khan (IAS) today chaired the District Level Review Committee (DLRC) and District Consultative Committee (DCC) meeting to review the performance of banks and line departments under the Annual Credit Plan (ACP) and various Government Schemes for the quarter ending March 31, 2025.


The meeting was attended by representatives from RBI, NABARD, district officers from line departments, and district coordinators of various banks. Lead District Manager (LDM), Iftikhar Ahmad Padder, welcomed the participants and presented a detailed overview of the banking sector’s performance in the district.


As per the data shared, the total bank deposits in the district stood at Rs. 2526.01 crore as on March 31, 2025, reflecting a growth of 11.25% over the previous year. Advances stood at Rs. 2347.24 crore, registering a growth of 5.61%. The Credit Deposit Ratio (CDR) of Kulgam district was reported at 83.06%, well above the national benchmark of 60%.


Under the District Annual Credit Plan (2024-25) with an outlay of Rs. 1937.00 crore, banks have disbursed Rs. 1767.64 crore to 68,124 beneficiaries, achieving 91% of the ACP target for the quarter ending March 31.


While reviewing the sector-wise performance, the DC urged banks to enhance credit flow to key sectors such as Agriculture, MSME, Farm Mechanization, Education, Housing, and Renewable Energy. He directed banks to ensure 100% saturation of Kisan Credit Cards (KCC) in agriculture and allied sectors and emphasized timely disposal of all pending cases.


The DC also called for the enrollment of all Kisan Khidmat Ghars (KKGs) as business units, citing their significant role in reaching out to the farming community.


Highlighting the importance of financial awareness, DC Khan instructed concerned departments to organize financial literacy camps and simulations in all colleges and higher secondary schools to provide students with practical knowledge of finance, accounting, and professional business modules.


The house was informed that the district has achieved targets under key schemes such as PMEGP, Artisans/Weavers Credit Card, and PM Weavers Mudra Scheme. Notably, 337 vehicles have been disbursed under the Mumkin Scheme, along with 32 Tejaswini and 65 Spurring cases, positioning Kulgam as a leading district in the UT of J&K.


The DC emphasized the timely and effective implementation of flagship government schemes including PMEGP, REGP, NRLM, and NULM to bolster self-employment and entrepreneurship opportunities in the district.


Furthermore, he urged line departments to ensure comprehensive coverage of all eligible citizens under PMSBY, PMJJBY, and APY schemes to bolster social security in the region.
