Prime Minister Narendra Modi, during his 121st Mann Ki Baat, promised the country that "Nyay ho kar rahega" (justice will be delivered) for those who lost their lives in the Pahalgam terror attack on April 22 that claimed 26 lives of civilians. Terming the attack a "cowardly act" that indicates the desperation of the patrons of terrorism, he reinforced the fact that the attackers and planners would get the "harshest response" as India's unity is its biggest weapon against terrorism.

The Prime Minister spoke of "deep agony" at the attack, declaring that "every Indian is seething with anger" at the attack on tourists in Kashmir's Baisaran meadows. He attributed the violence to attempts to sabotage Kashmir's development, pointing to the state's renewed tourism, education, and democratic participation. "Enemies of Jammu and Kashmir cannot tolerate peace," he declared, denouncing the attack as an attempt to "destroy Kashmir again.".

Modi also emphasized international support, as the likes of US President Donald Trump and Russian President Vladimir Putin deplored the attack and supported India's efforts against terrorism.

At home, punitive actions encompass suspending the Indus Waters Treaty, recalling Pakistani diplomats, and cancelling visas for Pakistani citizens. Security forces have destroyed nine terror-related homes in Kashmir, targeting handlers of groups such as Lashkar-e-Taiba.

The Prime Minister also urged national resolve, saying, "The unity of 140 crore Indians is our biggest strength" in the war against terrorism. He again asserted that the planners of the attack would not go unpunished, highlighting India's ability to "strike back decisively" at cross-border threats.
