Centre Extends Home Secretary Govind Mohan’s Tenure to August 2026

NEW DELHI, 12 July 2025


The App­ointments Committee of the Cabinet (ACC) has approved an extension of Union Home Secretary Govind Mohan’s tenure until 22 August 2026, officials confirmed on 11 July. The extension will endow his employment beyond the intended retirement, which is September 30, 2025, and will thus be provided on the terms of the Fundamental Rules and All India Services Rules.


After Ajay Kumar Bhalla's term ended on August 22, 2024, Mohan, an IAS officer from the Sikkim cadre and a member of the 1989 batch, took over as Home Secretary. Prior to this appointment, he held senior positions in the Ministry of Finance and as Additional and Joint Secretary in the Home Ministry. He also served as Secretary in the Ministry of Culture from October 2021 to August 2024.


The decision was made at a pivotal moment as the Union Home Ministry prioritises ending the Maoist insurgency by March 2026 and getting ready for India's massive census, which will include caste enumeration. The Government’s announcement noted that Mohan’s extended tenure will last “till August 22 2026 or until further orders,” in accordance with service rules.  


An alumnus of Banas Hindu University and IIM Ahmedabad, Mohan brings a technical and administrative background to his role. His experience includes heading the Union Territories division and steering critical infrastructure and economic agreements during his finance ministry tenure.  


The extension of Mohan’s service has been marked positively within government corridors, with observers noting that continuity in leadership at the Home Ministry could ensure better supervision of security operations and census planning. A government source commented anonymously that “Mohan’s tenure stability is vital for overseeing internal security operations ahead of the census and electoral preparations.” 


Mohan is credited with guiding MHA strategies during his earlier stint, especially in streamlining operations during the COVID-19 pandemic and steering key policy decisions in border management, tribal affairs and inter agency coordination. As Home Secretary, he has also played a prominent role in Home Minister Amit Shah’s focus on internal security and counter Maoist initiatives.


With this tenure extension, Mohan will become one of the rare officials to complete nearly two years as Home Secretary, an office known for frequent turnovers. His continuance allows structured momentum in policies aimed at neutralising left wing extremism and preparing for the 2026 national census.   


Mohan’s extended stint will also cover the period leading up to the 2026 general elections, where home ministry coordination with election authorities and state governments will be critical. The implementation of election security measures and the Silent Period may benefit from his steady leadership, according to analysts.


Born on September 21, 1965, Govind Mohan has had a successful three decade career in bureaucracy. The Ministry of Personnel said in a statement that the extension will benefit the country by providing seasoned supervision over important administrative and security areas. 


As Mohan begins his extended term, India's priorities continue to be maintaining administrative stability at a pivotal point in the country's history, strengthening internal security measures, and making sure the next census goes smoothly.
