The book "Pandemic Disruptions and Odisha's Lessons in Governance" by Dr. Amar Patnaik, Member of Parliament, Rajya Sabha, was released by Chief Minister Naveen Patnaik on Wednesday at Naveen Niwas.

The state government claims that this book is the culmination of numerous essays on important contemporary issues that emerged in India during the pandemic years of 2020–21 and 2021–2022. To understand where India stood in the world, it was necessary to examine the many fissures that had developed since the pandemic hit the globe. They were related to medical care, vaccinations, children's virtual education, and the expanding use of technology to ease these worries.

“With the use of technology, there was the emergence of the issue of data privacy and citizens’ right to privacy. Added to these was also the issue of disaster management and the state’s capacity to negotiate these on a sustainable basis even as financial and budgetary resources of both the Centre and State were dwindling,” stated a release.

The book highlights the accomplishments of States like Odisha, which stood out by adopting the famed 5T framework of governance, which forms the overarching policy approach in what is now known as the Odisha Model of growth and development, while also bringing attention to the multitude of challenges in numerous sectors. The way the government of Odisha handled the COVID issue by drawing on its prior expertise in dealing with natural disasters has been praised both nationally and internationally.
