Nationwide Digital Life Certificate Campaign 4.0 to be Conducted in November 2025

New Delhi: The Department of Pension & Pensioners’ Welfare (DoPPW), under the Ministry of Personnel, Public Grievances & Pensions, will launch the fourth Nationwide Digital Life Certificate (DLC) Campaign from November 1 to November 30, 2025. This will be the largest initiative to promote digital empowerment for pensioners. It will use Face Authentication technology and a saturation model aimed at achieving two crore DLC submissions.


Pensioners must submit their Life Certificates every year in November to continue receiving their pensions. The previous DLC Campaign 3.0 took place in November 2024 across 845 cities and saw the submission of 1.62 crore DLCs. This year, the campaign will greatly expand, covering over 1,850 districts, cities, and towns across India. Activities are planned at 2,500 camp locations.


The campaign will work with Pension Disbursing Banks, India Post Payments Bank (IPPB), Pensioners’ Welfare Associations, the Controller General of Defence Accounts (CGDA), the Department of Telecommunications (DoT), the Ministry of Railways, the Department of Posts (DoP), the Employees’ Provident Fund Organisation (EPFO), the Unique Identification Authority of India (UIDAI), and the Ministry of Electronics and Information Technology (MeitY) to ensure maximum outreach, including to pensioners in remote areas.


On August 13, 2025, Shri V. Srinivas, Secretary of DoPPW, reviewed preparations for the campaign. According to the department, IPPB will hold camps at 1,600 District and Sub-divisional Post Offices, using its network of 1.8 lakh postmen and Gramin Dak Sewaks. They will also offer doorstep DLC services. Nineteen Pension Disbursing Banks will organize camps at 315 cities across more than 900 locations. Additionally, 57 Pensioners’ Welfare Associations will encourage pensioners to participate. Key ministries and departments, including DoT, the Ministry of Railways, DoP, the Ministry of Defence (CGDA), and EPFO, will also set up camps at specific locations nationwide.


State-wise Camp Distribution: Uttar Pradesh (170), Madhya Pradesh (127), Bihar (114), Odisha (110), Maharashtra (106), West Bengal (102), Karnataka (97), Rajasthan (95), Tamil Nadu (85), Andhra Pradesh (81), Gujarat (76), Assam (74), Telangana (73), Jharkhand (69), Chhattisgarh (68), Punjab (54), Haryana (53), Arunachal Pradesh (40), Kerala (38), Himachal Pradesh (35), Uttarakhand (30), Meghalaya (22), Tripura (22), Nagaland (21), Manipur (19), Mizoram (13), Sikkim (5), Goa (4), Jammu & Kashmir (38), Andaman & Nicobar Islands (6), Dadra & Nagar Haveli and Daman & Diu (4), Ladakh (4), Chandigarh (1), Delhi (1), and Puducherry (1). This totals 1,858 cities and towns.


The department has issued detailed guidelines for the campaign through its Office Memorandum dated July 30, 2025.
