Between April 1, 2008, and March 21, 2011, Ram Binod Prasad Sinha was accused of cheating the government by investing public funds in his own name and the names of his family members.
According to the agency, the funds would be used to carry out government initiatives in Khunti district under the MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act).
"He gave 5% commission (out of the looted monies) to the district administration," the accused informed the ED.
Pooja Singhal was accused of "irregularities" while serving as the deputy commissioner/district magistrate of Chatra, Khunti, and Palamu between 2007 and 2013, according to the ED.
Suman Kumar was detained in the case on May 7 after his home was raided and over Rs 17 crore in cash was confiscated. He is being held in ED custody until May 11th.His purported ties to the IAS officer and her husband are being investigated by the ED.
The agency claims Singhal and her husband received "large" financial deposits in their accounts, totaling Rs 1.43 crore, in addition to her income.
The ED also told a Ranchi special PMLA court that the IAS official allegedly moved Rs 16.57 lakh from her "personal account" to accounts managed or owned by her CA Kumar.
