Srinagar Police have launched strict legal action against several hotels, homestays and houseboats after they were found violating mandatory Form-C reporting norms under the Immigration & Foreigners Act. According to officials, five FIRs have been registered across different police stations following routine inspections aimed at ensuring compliance and strengthening security measures.
During checks in Rajbagh, three establishments Hotel Blossoms, Hotel Grand MS and Hotel Golden Forest were found to have allowed foreign nationals to check in without submitting the mandatory Form-C to the Foreigners Registration Office (FRO). Police Station Rajbagh registered FIR No. 65/2025 under Sections 8 and 23-B of the Act.
In Khanyar, Hotel Khyber at Khayam was booked for repeatedly failing to produce any evidence of Form-C submission despite prior instructions. The case was filed as FIR No. 57/2025 at Police Station Khanyar.
In Lal Bazar, IMY Home Stay at Nowabagh Bagwanpora, owned by Mohammad Aslam Baktoo, was found operating without proper reporting for an Israeli national, Mr. Starobinsky Lior, among others. Officials said the management had deliberately concealed the foreigner’s stay. Police Station Lal Bazar registered FIR No. 60/2025 under Sections 8 and 23(b).
In Nishat, house owner Mohammad Ashraf Zargar from Vakeel Colony, Brein, was booked for similar violations. Police Station Nishat recorded FIR No. 101/2025 under Sections 8 and 23(b).
The most significant action came in Ram Munshi Bagh, where several well-known houseboats Floating Castle, Best View Houseboat, Crystal Palace and Lake Palace were found accommodating guests from Taiwan, Russia, Romania and Spain without the required Form-C filings. Police registered FIR No. 94/2025 under Sections 7, 14 and 16 of the Act.
Police officials said investigations are underway to trace forward and backward linkages. Srinagar Police reiterated that all establishments hosting foreign nationals must strictly follow Form-C norms, warning that violations pose security risks and will be met with firm legal consequences.
